Peru’s sports betting sector continues to attract top-tier technology partners. Apuesta Total has added ProntoPaga as a payment processor in a market that generated around €104 million in tax revenue in 2025. This shows how transactional infrastructure is emerging as the new competitive battleground in the gambling and sports betting industry.
From Law 31557 to total control: the evolution of Peru’s gambling regulation
Since 2022, Peru has been developing a regulatory framework for remote gambling that now ranks among the strictest in the region. The law, Ley N° 31557, which regulates remote gaming and online sports betting in Peru, laid the foundations in 2022; a reform in 2023 adjusted them, and since February 2024, the Ministerio de Comercio Exterior y Turismo de Perú – MINCETUR has prohibited operators from operating without a licence. On top of that, the Superintendencia Nacional de Aduanas y de Administración Tributaria (SUNAT) administers the Selective Consumption Tax, anti-money laundering controls and identity verification (KYC).
To date, the result is an ecosystem with more than 60 authorised platforms, more than 280 associated providers and 4,583 hybrid physical venues. Websites not registered in the Peruvian legal system are actively blocked. In that compliance environment, operating without tech partners that certify fiscal traceability could pose a reputational risk, as well as direct exposure to sanctions. That’s why choosing the payment processor is no longer a secondary technical decision; it is now a strategic one.
Milliseconds: processing time defines user retention
One detail that gaming operators know well is this: the sports betting user measures the platform in milliseconds. They deposit right before a match begins and withdraw as soon as the result is confirmed. Any friction in that journey translates into abandonment and, eventually, migration to a competitor.
Differentiation no longer depends just on odds offers or market diversity in a market when several approved platforms are competing for the same players. Players never see the infrastructure behind the platform, but when it malfunctions, they may feel it right away.
According to ProntoPaga, their technology is designed to process high transaction volumes, guaranteeing both operational continuity and efficient deposits and withdrawals. For operators like Apuesta Total, maintaining the user experience during peak traffic periods, when technical risk is highest, is very important.
The Peruvian recipe for online gaming
The sports betting industry in Peru continues to generate new technology partnerships. Apuesta Total, which incorporated ProntoPaga as its payment processor in a sector that collected over €104 million in taxes in 2025, is the most recent example.
International operators like Betsson, Bet365, Meridianbet and BetWarrior share space with local players, all subject to the same regulatory demands of the South American country. That regulatory uniformity motivates each operator to seek partners capable of growing at the same pace as the market.
Precisely in that logic seems to lie the inclusion of Apuesta Total in ProntoPaga’s operations in Peru: delegating transactional administration to a provider that specialises precisely in that area. ProntoPaga states that “the ability to scale without frictions is fundamental to maintaining growth” in contexts where speed is not a differentiating factor, but rather a basic expectation.
Payments are the battleground where competition is redefined
What’s seen here is the reflection of a structural change in Peru; the Peruvian market is evolving towards total specialisation. With increasingly strict regulation and dozens of competing operators, every layer of the business: content, distribution, and payments, ends up in the hands of specialists, in many cases, local ones. Payments are no longer a secondary service: if they fail, the user goes to the competition without thinking twice.
