Santa Fe sets new technical rules for online gaming and sports betting
The province of Santa Fe advances in its control of online gaming by approving a complete technical regulation for online casinos and sports betting, which imposes strict standards of security, traceability, and real-time control of all digital operations authorised by the Lotería de Santa Fe. In addition, it obliges current concessionaires to adapt their platforms within a maximum period of one year. Licensees must adapt platforms in one year, limiting games to slot machines, roulettes, and bingo with RTP superior to 85%, and cryptographically secure RNG generators. This first instalment explores the pillars of security and oversight of Resolution 522/2025, which organises the dispersed regulatory framework under the Lotería de Santa Fe.
A regulation that redefines online gaming control in Santa Fe
The “General Technical Regulation of Online Gaming” and two particular appendices for games of chance and sports betting are approved by Executive Vice Presidency Resolution No. 522, dated 6 November 2025, taking an active role in enforcing the law in the Argentinian province.
First, the resolution recalls that Law No. 14.235 regulates the development and exploitation of games of chance and online sports betting through digital, electronic, and computer means. Likewise, it specifies that the Regulatory Decree No. 562/24 had already assigned the Lottery key functions, such as the regulation of technical requirements, the control of security systems, and the homologation or adaptation of existing technological platforms. In this way, the new regulation comes to complete and organise that dispersed regulatory framework.
Real-time traceability and mandatory alert systems
One of the most sensitive cores of the new regulatory scheme is linked to the traceability of operations. In effect, Article 10 of Law No. 14.235 requires a real-time control and monitoring mechanism, with the capacity to register all actions performed by connected equipment and users. In addition, the system must include early alert devices for suspicious or unusual operations, which reinforces the prevention of fraud and money laundering.
Security, quality, and international standards as a minimum floor
Another central axis of the resolution is the requirement for technical security and quality systems backed by international standards. In particular, Law No. 14.235 mandates that certifications like ISO/IEC 27001 and ISO 9001 be used to guarantee specific standards of dependability, operational level, and continuous service availability. The technical regulation mandates that systems adhere to GLI-19 and GLI-33 recommendations, which are standards recognised in the international online gaming sector.
As specified in the articles, the Secretariat of Technologies for Management and the General Subdirectorate of Casinos and Bingo Zone I of the Argentine province developed a regulation that ensures secure user registration, secure handling of payments and prizes, solid authentication, technical interoperability, and specific geolocation controls.
New obligations for licensees and operating platforms in Santa Fe
The body of the technical regulation, together with Annexe I, establishes concrete obligations for online gaming licensees. First, it limits available games to slot machines, electronic roulettes, cloth table games, and bingo. However, it leaves open the possibility that the Lottery authorises new products as long as they are homologated or certified by the corresponding laboratories. In addition, it stipulates that the return to player percentage must be superior to 85% and controlled monthly, obliging to deactivate games that deviate from expected ranges until correcting any incidence.
On the other hand, when it comes to the internal functioning of the games, the regulation details strict requirements for the random number generator. It must be cryptographically strong, produce unpredictable, non-reproducible, and uniformly distributed data, both in software and hardware solutions. Likewise, the licensee must have generator monitoring systems, reseeding procedures, and mechanisms to turn off a game in the event of detected failures, which reduces the margin of internal or external manipulation.
These robust internal controls over the RNGs guarantee fairness in the core of the game, but the regulation goes further with requirements in the user experience.
