Uganda sets five-year plan to strengthen gaming sector

Uganda’s National Lotteries and Gaming Regulatory Board (NLGRB) has launched a five-year Strategic Plan covering FY2025-26 to FY2029-30, alongside a new Client Charter and Service Delivery Standards, to strengthen gaming regulation, improve public services and promote responsible gaming. The new frameworks are designed to improve governance, increase transparency and support the country’s wider economic development goals.

Strategy aligns with national development goals

The Strategic Plan was launched by the Minister of Finance, Planning and Economic Development, Henry Musasizi, who described the three frameworks as a roadmap for accountability, innovation and responsible gaming. He said they are aligned with Uganda Vision 2040, the Fourth National Development Plan (NDP IV) and the Government’s Tenfold Growth Strategy.

According to Musasizi, Uganda’s gaming industry has continued to expand through stronger regulation, improved compliance and greater use of technology. He said these efforts have helped increase government revenue, attract investment and create jobs while supporting a safer and more transparent gaming sector.

The Strategic Plan sets out four main priorities over the next five years. These include increasing tax and non-tax revenue from the gaming sector, promoting responsible gaming, improving operational efficiency through technology and strengthening institutional governance.

Focus on implementation and accountability

Representing the Permanent Secretary and Secretary to the Treasury, Deputy Secretary to the Treasury Patrick Ocailap said the Ministry of Finance would continue supporting the regulator within available resources and national priorities.

He said strategic plans, service delivery standards and client charters can only achieve their objectives when they are properly implemented and supported by compliance and institutional accountability.

The Client Charter and Service Delivery Standards outline the Board’s commitments to licensed operators and members of the public. They are intended to improve service delivery, strengthen transparency and provide clear expectations for stakeholders interacting with the regulator.

Board highlights progress in regulation

NLGRB Board Chairman Kitariko Kenneth said the Board has made progress in strengthening Uganda’s gaming regulatory framework by closing compliance gaps, expanding oversight across the country and increasing the use of technology to improve transparency, accountability and revenue assurance.

During the launch, Kitariko also presented the Board’s ISO/IEC 27001 Information Security Management System certification to the Minister. The internationally recognised certification reflects the regulator’s commitment to protecting information systems and maintaining high standards of data security as more regulatory processes move online.

The Board has also increased enforcement against illegal gaming, expanded responsible gaming programmes and strengthened cooperation with other government agencies to improve compliance across the sector. According to the regulator, these efforts have contributed to higher compliance levels and stronger oversight of licensed gaming activities.

Technology to support future regulation

Technology will play a central role in delivering the new strategy. The NLGRB plans to continue expanding digital monitoring systems to improve oversight of gaming operations, strengthen tax reconciliation and support regulatory enforcement.

The Board said the five-year strategy will guide its work towards building a modern, technology-driven regulatory framework while improving service delivery, protecting consumers and supporting the sustainable growth of Uganda’s regulated gaming industry.
