Caesars expands tribal partnership ahead of Maine iGaming launch
Caesars Entertainment has expanded its partnership with three of Maine’s Wabanaki Nations to support a potential statewide online casino launch in 2026, subject to final regulatory approval.
The agreement includes the Houlton Band of Maliseet Indians, Mi’kmaq Nation, and Penobscot Nation. Under the partnership, Caesars plans to launch Caesars Palace Online Casino, Caesars Sportsbook & Casino, and Horseshoe Online Casino in the state.
The expansion follows the approval of legislation allowing the Wabanaki Nations to operate online casino gaming in Maine. If regulators grant final approval, the partnership will expand the tribes’ gaming operations beyond sports betting and retail gaming.

Sabattis said, “Internet gaming revenues will provide our tribal government with a more secure, long-term source of revenue that will help us provide essential services and make critical investments in community infrastructure.”
Online gaming is one element of the Mi’kmaq Nation’s economic diversification strategy. Chief Sheila McCormack emphasised the importance of responsible conduct. According to the Nation, gambling may create job opportunities, increase independence, and promote community development while maintaining high standards.
McCormack stated, “Expanding into online casino gaming allows us to continue creating economic opportunities for our people while ensuring that any future platform is developed in a responsible, well-regulated manner that benefits the tribes and the state.”
The Penobscot Nation has a history of collaborating with Caesars in the area of sports betting. According to Chief Kirk Francis, this collaboration is built on the values of tribal sovereignty and workforce development.
Francis noted, “Our experience working together on sports wagering has demonstrated the value of aligning with a partner that respects our sovereignty, understands our communities, and is committed to long-term success for the Wabanaki Nations. This next phase represents a meaningful opportunity to build on that foundation.”
Caesars will offer three different online casino brands in Maine: Caesars Palace Online Casino, Caesars Sportsbook & Casino, and Horseshoe Online Casino. All brands will have distinct player preferences, but they will all use the same technology and promote safer gambling.
Features designed for Maine players
Caesars’ planned online casino platforms in Maine are being developed with a focus on security and integration. Instead of separating sportsbook and casino services, the platforms will operate as one system.
Players will be able to move between different games while managing everything from a single account. Payment processing and account management will remain simple but still meet regulatory and security requirements.
