Cambodia's CGMC to start nationwide casino evaluations

Cambodia’s casino regulator has started preparations for a nationwide casino evaluation as part of an effort to strengthen oversight of the country’s commercial gambling industry.

According to local media reports, officials from the Commercial Gambling Management Commission (CGMC) met on 20 July 2026 to discuss plans to evaluate casinos across the country and ensure operators continue to comply with Cambodia’s regulatory standards.

The meeting was chaired by CGMC Secretary General Yeth Vinel, with discussions focusing on inspection preparations, regulatory priorities for the second half of 2026 and the development of a longer-term strategy for the sector.

No immediate priorities for action 

While the regulator did not confirm any immediate priorities for the rest of the year, officials also reviewed a proposed regulatory framework covering 2027 to 2030, aimed at strengthening governance as Cambodia’s gaming industry continues to evolve.

The latest discussions come after a month of constant meetings. In June 2026, CGMC Chairman Aun Pornmoniroth called on relevant government agencies to conduct comprehensive reviews of casinos across Cambodia to verify their licencing status and ensure they are operating within the country’s legal framework.

Earlier this month, the regulator also discussed plans to improve inspection standards and strengthen oversight of licenced gaming professionals.

Just after meetings in Australia 

Alongside domestic efforts, the CGMC has been increasing its engagement with international regulators and technical experts. Last week, a Cambodian delegation led by Vinel visited the Sydney office of Gaming Laboratories International (GLI), one of the world’s leading gaming testing and certification companies.

During the visit, GLI presented its regulatory compliance, testing and certification processes covering land-based gaming products, iGaming, lotteries and sports betting. The discussions formed part of Cambodia’s efforts to build regulatory expertise and align its oversight practices with international standards.

The regulator has also strengthened ties with other gaming authorities. Earlier this week, the CGMC conducted a study visit to Australia, where officials met representatives from the Victorian Gambling and Casino Control Commission (VGCCC).

According to the VGCCC, the visit provided an opportunity to exchange views on casino regulation, compliance, enforcement, responsible gambling initiatives, risk-based regulatory approaches and Victoria’s public lottery licencing framework.

The increased regulatory activity comes as Cambodia continues implementing reforms introduced under the Law on the Management of Integrated Resorts and Commercial Gambling (LMCG), which was passed in 2020.

The legislation established the country’s first comprehensive licencing and regulatory framework for commercial gambling, with the CGMC gradually introducing new rules and compliance measures over the past several years.

New laws likely 

More recently, Cambodian authorities have also signalled their intention to tighten oversight following growing international scrutiny and reports linking some licenced casino properties to online scam operations and other illicit activities.

The planned nationwide casino evaluations are expected to become another key part of that broader regulatory push. By reviewing casino operations, licencing and compliance standards across the country, the CGMC aims to improve transparency, strengthen governance and ensure the industry continues operating under a more robust regulatory framework.

As Cambodia’s gaming sector continues to grow, regulators appear increasingly focused on balancing industry expansion with stronger supervision and international best practices.
