Light & Wonder expands in Bulgaria​

Light & Wonder has unveiled Galeforce Studio, a new game development hub in Bulgaria, reinforcing its strategy to expand creative capacity across Europe, the Middle East, and Africa (EMEA).​

Bulgaria’s regulated gaming sector is forecast to generate about $600 million in Gross Gaming Revenue (GGR) in this year alone. Additionally, the National Revenue Agency (NRA) allows stability while prospects remain to convert the 32 per cent of play still offshore into regulated channels. Still, success in this market revolves around localised content, operational efficiency, and strong player retention.

Outside of gaming, the country is becoming one of Europe’s fastest-growing tech centres. Factors like its €2.5 billion ($2.8 billion) ICT sector, deep talent pool in AI/ML, and competitive salaries of €4,000–6,500 ($ 4,500- 7,400) for senior engineers make the country an attractive base for companies like Light & Wonder as they search for both affordability and expertise, according to media reports.

Tailored content for regulated markets

Calls for online gaming across EMEA are escalating. For instance, Europe alone is forecast to generate over €105 billion ($119.7 billion) in revenue, while Asia and MENA markets are expected to contribute nearly $90 billion in player spending. Furthermore, growth is fuelled by mobile adoption, esports, and VR, though regulation and compliance costs remain significant.​

Galeforce Studio reinforces Light & Wonder’s capability to evolve and release games effectively, shaping content for players in regulated markets. Moreover, mobile-first adoption is the common thread across emerging regions, and localised hubs like Galeforce are crucial for meeting demands.​

Leadership perspective

Rob Procter, Senior Vice President of Game Design at Light & Wonder iGaming, highlighted the strategic importance of the move: “This is a pivotal moment for our iGaming business. Galeforce gives us the scale, talent, and creative power to accelerate innovation and deliver outstanding content for players across EMEA.”

Moreover, the company’s 2026 strategic approach lives in localised content bundles, franchise expansion, and AI-driven efficiency. This enables Light & Wonder to grow across fragmented EMEA markets while protecting its global IP portfolio.

Building on global expansion

Since its 2023 entry, starting in South Africa, Light & Wonder has distributed more than 6,500 online casino games across newly regulated jurisdictions. Esports in Europe is projected to reach 120 million viewers, while in MENA, led by Saudi Arabia, which is hosting the Esports World Cup and establishing the Olympic Esports Games. Aside from Bulgaria, South Africa and the UAE are also integrating iGaming with esports growth, creating new pathways for cross-border competition with localised content. ​

But challenges remain for both esports and iGaming operators: EU regulations, for instance, add billions in annual compliance costs. GCC countries also lack a structured talent identification framework and rely solely on self-discovered players.​

Competition in EMEA is escalating with esports leagues like the VALORANT Champions Tour (VCT) and League of Legends EMEA Masters driving cross-border rivalries. Meanwhile, iGaming operators differentiate through localised content hubs and compliance strategies.​

The launch of Galeforce Studio mirrors a broader industry trend. Leading providers are investing in regional development hubs to ensure compliance, cultural relevance, and efficient scaling. Bulgaria, South Africa, and Brazil are seen as key emerging hubs, highlighting the importance of local adaptation and regulatory alignment in shaping success.
