PAGCOR names GLI first accredited iGaming testing provider
Gaming Laboratories International (GLI) has become the first testing and game certification provider to receive accreditation under the Philippine Amusement and Gaming Corporation’s (PAGCOR) iGaming business-to-business regulatory framework, the regulator has confirmed.
The accreditation authorises GLI to test and certify iGaming platforms operating in the Philippines under PAGCOR’s B2B regime, which took effect in its current form following the publication of Revision 1 of the framework in October 2025.
PAGCOR Chairman Alejandro H. Tengco acknowledged the development directly. “We are pleased to acknowledge GLI as the first testing and game certification provider to be accredited in the Philippines under this new framework,” he said.
What the framework requires
Under PAGCOR’s accreditation structure, suppliers operating within the Philippine iGaming market are classified across three categories: System Support Providers, Gaming Content Providers, and Data and Content Streaming Providers. Each must obtain formal accreditation and submit test reports from an approved Independent Testing Laboratory before they can legally supply systems or services to licensed operators, known in the Philippine context as Gaming System Administrators.
The requirement for an approved testing layer is central to how the framework determines compliance. Systems that have not been verified by an accredited laboratory are classified by PAGCOR as non-compliant and unauthorised, and the regulator requires that such systems cease operation or stop implementation. Operators that continue to use unauthorised systems face exposure to penalties under PAGCOR’s Offenses and Penalties framework for remote gaming operations.
GLI’s accreditation establishes it as the first body authorised to fulfil this certification function under the revised rules. No additional independent testing laboratories have been publicly confirmed as accredited at this stage.
Deadline and transition
PAGCOR issued transition guidelines in January 2026, giving existing B2B suppliers a structured path to compliance. Suppliers were required to submit their full supplier lists to their respective operators by 12 February 2026. The final compliance deadline for all B2B accreditation requirements falls on 31 March 2026.
Gaming Content Providers are subject to an additional financial condition under the framework, including a performance deposit of one million Philippine pesos. Technical evaluation and probity and financial checks form part of the broader accreditation process for all supplier categories.
Operational implications
The practical effect of the framework is that operators in the Philippines carry direct compliance responsibility for the supplier chains they use. Any supplier that has not completed the accreditation process, including submission of a test report from an approved laboratory such as GLI, is considered unauthorised. The burden falls on operators to audit and align their third-party relationships ahead of the March deadline.
For suppliers seeking to operate in the Philippines, the accreditation process requires engagement with an approved testing laboratory at the technical evaluation stage. GLI’s status as the sole publicly confirmed accredited laboratory currently makes it the only available pathway for that part of the compliance process.
Framework background
PAGCOR introduced the B2B regulatory framework in its revised form in October 2025, establishing structured licensing and accreditation requirements for the range of third-party providers that support licensed iGaming operations in the Philippines. The framework formalises obligations that had previously lacked a defined compliance structure for the B2B supply layer, and sets out the conditions under which systems and services are considered legally authorised to operate within the Philippine regulated market.
GLI’s accreditation represents the first formal recognition of a testing provider under that structure. With the March 2026 compliance deadline approaching, suppliers operating in or entering the Philippine market are required to complete accreditation through PAGCOR’s process.
