Azerbaijan maintains a complex relationship with the gambling industry, balancing a general prohibition on most activities with strictly regulated exceptions for sports betting, lotteries, and a new maritime casino initiative.
It is interesting to note that while the nation enforces a broad ban on gambling, specific legislative frameworks allow for a controlled market managed by state-authorised entities. Recent amendments in the country have introduced the possibility of physical casinos, provided they are located on artificial land areas within the Azerbaijani section of the Caspian Sea.
Understanding the population driving market interest
Data provided by market intelligence provider, Blask, outlines a nation with a population of 10,650,239, showing a modest yearly growth rate of 0.43 percent. The age structure of the country is heavily weighted towards the working-age population, with 68.7 percent of citizens aged between 15 and 64.
This demographic provides a large base for potential consumer activity. The median age for the total population is 34.3 years, with men averaging 32.8 and women 36. Literacy rates are exceptionally high at 99.8 percent across the total population, and the Azerbaijani language is spoken by 92.5 percent of the people.
Blask also highlights the digital readiness of the nation, noting that there are 9,372,210 internet users in the country. This high level of connectivity is a key factor in the delivery of authorised online sports betting and virtual lottery products. Economically, Azerbaijan has seen steady, moderating growth. The Real GDP was recorded at $203.884 billion in 2021, rising to $215.896 billion by 2023. While the Real GDP growth rate slowed from 5.62 percent in 2021 to 1.12 percent in 2023, the Real GDP per capita has continued a gradual upward trajectory, reaching $21,300 in 2023.
User interest and revenue on the rise, data suggests
Meanwhile, the Blask Index, which measures the aggregated level of user interest in gambling brands through search activity, shows that there has been a notable increase in engagement over the past year. Based on the data from March 2025 to February 2026, the index stood at 2.48 million, climbing steadily through the summer months to reach 3.31 million by September 2025. A peak in interest was observed last month, in February 2026, where the index hit 3.84 million, reflecting a substantial rise in informed intent to interact with betting brands.

This increase in user interest in gambling brands correlates with the revenue estimates provided by Blask. The monthly revenue, calculated as the sum of projected brand-level revenue, began at $50.59 million in March 2025. By February 2026, estimated monthly revenue reached a high of $56.78 million. This financial data suggests a resilient market for the authorised gambling sectors, even within a restricted regulatory environment.
Legislative control and penalties
Gambling is generally prohibited and penalised in Azerbaijan. Article 401 of the Code of Administrative Offences serves as the primary enforcement mechanism for this ban. However, this prohibition is not absolute. Note 2 of Article 401 clarifies that the ban does not apply to lotteries regulated under the Law on Lotteries or sports-betting operations regulated under the Law on Physical Education and Sports.
Online gambling, specifically online casino games, remains strictly prohibited under Article 8-2.3 of Law No. 1143-VIQ. Furthermore, the Law on Fight Against Money Laundering and Terrorist Financing provides the basis for anti-money laundering (AML) oversight within the sector.
Maritime casino law developments in the Caspian Sea
One of the most unique developments in the Azerbaijani gambling sector is the legal allowance for casinos in maritime areas. Under Law No. 1143-VIQ, casino games are permitted exclusively on artificial land areas in the section of the Caspian Sea belonging to Azerbaijan. These games are defined as those involving roulette wheels, cards, gaming tables, dice, and slot machines.
To operate such a venue, a legal entity must obtain a licence from the State Tourism Agency of the Republic of Azerbaijan. The Cabinet of Ministers is responsible for establishing the specific requirements for these casinos, as determined by the President. Despite this legislative opening, According to online reports, as of January 2026, no casino licences have been issued.
State monopoly on lottery games
The lottery sector is a state-controlled monopoly held by Azerlotereya. This entity has the exclusive right to organise and hold all types of lotteries, with the exception of incentive lotteries, which can be permitted for other entities to promote goods or services. The Law on Lotteries permits several formats, including draw lotteries, instant lotteries, targeted lotteries, and virtual lotteries. Other verticals, such as social casino gaming, loot boxes, and fantasy sports, remain unregulated within the current framework.
