PCSO secures WLA Level 3 accreditation for responsible gaming
The Philippine Charity Sweepstakes Office (PCSO), which operates the country’s national and local lotteries, has secured Level 3 Accreditation for the Responsible Gaming Framework from the World Lottery Association (WLA), becoming the first organisation in the Philippine gaming industry to reach this level of international certification.
The agency received the award in January 2026. In its press release, it said the accreditation places PCSO among a select group of lottery operators worldwide that have met the WLA’s standards for responsible gaming governance, player protection, and operational integrity. The agency said that the move from Level 2 to Level 3 indicates that the PCSO has shifted from setting policy goals to embedding them into planning, budgeting, and day-to-day implementation.
According to the PCSO, the framework now ensures that all its games are supported by dedicated funding and resources designed to protect players and uphold ethical operations. The agency added that all PCSO lottery draws are ISO-certified, reinforcing its adherence to internationally recognised quality management and audit processes.
The WLA serves as the global body for lottery governance, representing more than 150 state-authorised lottery operators across over 80 countries. With the certification, PCSO joins lottery operators in jurisdictions including the United States, Italy, France, Turkey, Brazil, Argentina, and Bulgaria.
Responsible gaming and international oversight
PCSO said the accreditation demonstrates that responsible gaming measures are no longer aspirational but operational, supported by concrete systems and oversight mechanisms. The agency described the recognition as evidence that the Philippines is operating under the same safety and transparency benchmarks applied in more established lottery markets.
“This international certification is more than just a plaque on the wall. It is a testament of solid commitment to the Filipino people,” Melquiades Robles, PCSO General Manager, said in a statement.
ISO-certified operations and transparency
The PCSO also highlighted that all of its lottery draws carry ISO certification, a requirement that covers systems for accuracy, consistency, and auditability. The agency said these certifications collectively support transparency in draw procedures and reinforce public confidence in the integrity of its games. The agency noted that international standards are increasingly important as lotteries operate in an environment shaped by digitalisation, cross-border benchmarks, and public accountability.
Domestic recognition as top-performing GOCC
The international accreditation follows another milestone for PCSO at home. In December 2025, the Governance Commission for Government-Owned and Controlled Corporations (GCG) ranked PCSO as the Top 1 GOCC in the Philippines, awarding it a performance rating of 100.63 percent for the 2024 evaluation cycle.
The GCG assessment cited PCSO’s transparency, revenue performance, and delivery of social programmes, including medical assistance, disaster and emergency relief, medical equipment donations, and the nationwide distribution of patient transport vehicles to cities and municipalities. The evaluation also recognised the agency’s partnerships with non-government organisations and its compliance with governance and reporting standards.
PCSO’s performance trajectory has shown steady improvement in recent years, rising from a 56.3 percent rating in 2021 to over 100 percent in the latest cycle. The agency also received additional points for compliance with the Magna Carta of Women through its Gender and Development programmes.
