UK Gambling Commission policy director announces departure
The UK Gambling Commission has announced that Tim Miller, who served as the Executive Director of Policy and Research, will be leaving the UKGC in September 2026.
In a statement announcing Miller’s departure, who worked with the UKGC for 10 years, the Commission said that Miller will be taking up a new role outside of the British regulated gambling industry, “supporting governments, regulators, and other organisations that are developing and overseeing gambling regulatory systems around the world”.
Miller’s decision to depart from the UKGC comes just some months after former CEO Andrew Rhodes announced he would be stepping down in early 2026, and having officially left in April.

The Commission stated that Miller has played a leading role in strengthening its research and evidence base, commenting that he has brought “greater rigour and robustness” to its research framework.
It continued that he has also overseen the development and launch of the Gambling Survey for Great Britain, “the largest survey of its kind anywhere in the world, helping to transform the evidence available to inform gambling regulation and policy”.
Further detailing Miller’s contributions to the Commission, the UKGC said that he also led its work to implement the Government’s Gambling Act Review White Paper, as it said that he oversaw the introduction of a wide range of new protections and regulatory measures.
Such measures, it said, included reforms to age verification, financial vulnerability, checks, remote game design, direct marketing controls, and wider measures to make gambling safer, fairer, and free from crime.
Sarah Gardner, Acting Chief Executive of the UKGC, said that Miller has provided outstanding service to the Commission throughout his ten years working there. “I would like to thank Tim for his significant contribution to gambling regulation and wish him every success in the future,” Gardner remarked.
Miller discusses his decision and future
Discussing his upcoming departure, Miller commented that he has worked at the Commission longer than anywhere else during his career. He said that he has found his time at the UKGC to be his most rewarding and fulfilling role, as he continued that this has been in large part due to the “amazing and dedicated colleagues” that he has worked alongside during his time there.
In a further post on LinkedIn, Miller said that he felt it was time for his next chapter after a decade at the UKGC. “Ten years always felt like the right point to take on a new challenge,” he remarked.
“I’ve always been a public servant but am now looking forward to working for myself. This is going to include working internationally with a number of governments, regulators, and organisations that are focused on supporting the development of well-regulated and competitive markets,” he stated, adding that he will provide more details later in September after his last day with the Commission.
The UKGC stated that details with regard to arrangements for how Miller’s areas of responsibility will be covered following his departure “will be set out in due course”.
