MEP Michalis Hadjipantela shared information during SiGMA’s B2G series on Cyprus’ regulatory landscape, the importance of iGaming to the economy, and the direction toward a harmonised legislative setting across Europe. Hadjipantela was born in Famagusta in 1974 and experienced the life of a refugee, demonstrating his commitment to the principles of fairness, transparency, and opportunity throughout his career, from his days as a Chartered Accountant to his current role as a Member of the European Parliament. His profession casts an eye upon things that could be professionally critical in terms of influencing policy, and his political duty also gives context as to where Cyprus and Europe are headed on the matter of online gaming regulation.
A robust yet young regulatory framework
Hadjipantela noted that although Cyprus developed a relatively young regulatory framework for gaming, the sound and robust regulatory framework is something to celebrate, as it was done in only about 15 years. The tiny island with fewer than one million people has attracted an impressive number of platforms despite its size. He referred to it as more than simply good regulation that protects players; he suggested that it is a well-regulated environment for operators because of the established proper balance, resulting in trustworthiness.
“The fact that many platforms choose Cyprus demonstrates that our regulation is balanced and trustworthy,” he explained. “It ensures fair play for the public while fostering a sustainable ecosystem for companies.”
Attracting operators with a sports focus
Cyprus has become a fantastic hub for operators specialising in sports betting, with football leading the market. Hadjipantela underlined that while online casino gaming is not permitted domestically, land-based casinos continue to operate in all major towns. This model creates a distinct environment where sports betting platforms dominate the digital space, while casinos provide a more traditional gaming experience for local and visiting players.
Hybrid casino models explored
Thinking back to his time in London as a student, Hadjipantela recalled the relatively early development of hybrid casino models in the UK, allowing virtual casinos to have players connect with live dealers. He anticipates similar innovation in Cyprus and other EU countries, envisioning a future where Cyprus leads the way as an iGaming innovator.
He argued that a unified legislative framework is crucial to bolstering competitiveness and ensuring Europe attracts global investment.
“Our goal should be one framework for all member states,” he said. “Fragmentation limits our competitiveness, while harmonisation opens opportunities across the continent.”
This position resonates with broader EU discussions around regulatory alignment, particularly in industries like financial services, digital markets, and now, online gaming.
Positive impact on the Cypriot economy
Beyond regulation, Hadjipantela stressed the significant economic contribution of the iGaming sector. Betting revenues provide substantial funds to the state budget, enabling the government to reinvest in services and infrastructure that enhance the daily lives of Cypriot citizens. This positive impact on the economy should instill a sense of optimism about the future of iGaming in Cyprus.
“The revenues go directly to the state budget,” he explained. “They support the government in improving living standards and creating opportunities for our people.”
For Hadjipantela, this underlines the broader social value of a well-regulated gaming environment, where economic benefits can be channelled into national progress.
Looking ahead
For his position in the European Parliament, MEP Michalis Hadjipantela hopes to see Cyprus continue to provide the operators it has been supporting up until now, promoting innovation and the hybrid model, and playing a key role in orchestrating and creating a unified European iGaming market.
