Lula signs law authorising betting sponsorship at the 2027 FIFA Women's World Cup in Brazil

Brazilian President Luiz Inácio Lula da Silva signed Lei nº 15.421/2026 into law on Tuesday. Known as the General Law of the Women’s World Cup, it sets out the full regulatory framework for hosting the 2027 tournament in Brazil, including provisions on sports betting sponsorship. The text, published in the Official Gazette, comes into force immediately across the majority of its 75 articles.

Brazil enacts the Women’s World Cup 2027 law

The Ministry of Finance has been given 90 days to establish a priority authorisation procedure for FIFA, its commercial partners, and contracted companies involved in the tournament. The Brazilian government has established a distinct legal framework for the operation of fixed-odds betting during the official FIFA event on Brazilian territory.
According to the official document from the Presidency of the Federative Republic of Brazil, Articles 68 and 69 of the approved legislation establish two distinct but complementary regimes. The first, governed by Article 68, requires express authorisation from the Ministry of Finance to operate fixed-odds betting in Brazil. The second, under Article 69, allows companies to sponsor and promote their brands at official events without that authorisation, provided they do not directly offer betting services within the country.

The new law carves out an exemption for official events from certain restrictions under Law nº 14.790/2023, which regulates the country’s betting sector. Gambling and betting companies acting as sponsors may promote their brands on national territory through any physical, digital, or virtual means, without requiring a betting licence, as long as they refrain from actually offering bets in the country. Where that condition is met, the restrictions in subsection I of Article 17 of Law nº 14.790/2023 do not apply.

How Brazil draws the line between betting and sponsorship

Before placing any bets on Brazilian territory, operators are required by Article 68 to get formal approval from the Ministry of Finance. Another issue is sponsoring or promoting a brand at official events, which is covered by Article 69 and does not require a licence, provided the operator does not accept bets within Brazil.

For the industry, the concern is straightforward: The law does not define what “directly offering bets” actually means, which is precisely the line separating the sponsorship regime of Article 69 from the regulated operation of Article 68. A QR code inside a stadium; a geolocation-based push notification during a match: is that sponsorship or acquisition? The law stays silent. The Ministry of Finance will have to answer that through its forthcoming regulations, none of which exist yet.

In the meantime, operators are unable to obtain the authorisation required by the law, and anyone signing sponsorship contracts during that period does so without legal certainty. The law is not contradictory so much as it appears strategically ambiguous, as it is not explicitly authorised.

There is more to this regulatory gap than just theory. With a major sporting event on the horizon, there are immediate practical implications, as sponsorship and customer acquisition opportunities multiply. More than three million spectators are expected to attend the FIFA Women’s World Cup Brazil 2027, which will take place across eight host cities between June 24 and July 25 2027: Belo Horizonte, Brasília, Fortaleza, Porto Alegre, Recife, Rio de Janeiro, Salvador, and São Paulo.
