Japan’s Aichi Prefecture formally opened a proposal solicitation process for a potential integrated resort on Chubu Centrair International Airport Island, inviting private-sector operators to submit bids ahead of a 31 July 2026 deadline.
The launch marks a significant step forward in Japan’s IR licensing pipeline, moving Aichi from a consultative phase into a structured process that will directly shape the prefecture’s Implementation Policy for casino resort development.
From consultation to formal process
The solicitation follows an earlier consultation round that drew 15 responses from interested parties. Aichi Prefecture is now acting on that interest through a formalised submission framework, with proposals expected to inform the content of the Implementation Policy before any operator is selected.
Submissions must be made through a designated digital system. Following the deadline, Aichi will enter a competitive dialogue phase with participating parties, with operator candidate selection planned between autumn 2026 and spring 2027.
The process is anchored in Japan’s IR Development Act. The current stage falls under Article 6, which governs the formulation of Implementation Policy by host authorities. Operator selection is governed by Article 8, while national certification of the IR District Development Plan follows under Article 9. That certification window is expected to open between May and November 2027.
A structured pathway through national law
The current IR system in Japan has given considerable power to prefectures in the early stages, where they are expected to form viable policy positions before being reviewed by the national government. The decision by Aichi Prefecture to proceed with formal proposals rather than continuing with exploratory discussions demonstrates their commitment to progressing within this system on their own terms.
The project has been designed with a long-term view, with the policy context indicating an operational framework expected to be in place for 35 years should a resort be certified. This timeframe aligns with the financial outlays required by Japan’s IR system.
Chubu Centrair International Airport Island, located in Tokoname City, is the designated site. The location places the potential resort at an established transport hub serving central Japan, a factor Aichi has consistently cited in its case for IR viability.
No confirmed bidders yet
The solicitation is designed to test and formalise market interest, giving Aichi a clearer picture of who intends to engage before moving into direct dialogue.
That absence of confirmed names is not unusual at this stage. Japan’s IR process has historically seen operators engage cautiously ahead of formal proceedings, with public commitments typically following regulatory milestones rather than preceding them.
Its progress has made Aichi one of the prefectures that are advancing IR development under national policy, although each has its unique progress timeline. The prefecture has entered the stage of formal solicitation, which sets it apart from the past exploratory works.
Deadline and next steps
The window for this proposal will be open until 31 July 2026. Aichi stated that after this, the competitive dialogue process will be followed, where the authority will be able to refine its approach based on the proposals before identifying an operator candidate.
The national application window, expected between May and November 2027, sets a practical outer boundary for the prefecture’s planning. Any operator seeking to be part of Aichi’s IR bid would need to be selected and aligned with the prefecture well before that stage opens.
For now, the process sits at its earliest formal point. Operators interested in Japan‘s remaining IR opportunities have until the end of July to make their position known to one of the country’s most industrially significant prefectures.
